Timezone manager

• !timezone [query] - set timezone. Uses Geocoding API; for best results, query with a city.
• !timezone - displays set timezone, if any
• [message with times]
  • If message contains a ping, send a message with all times.
  • Otherwise, the bot will add a time reaction for a limited time. Anyone who reacts will trigger the message.
